Le service universel en France

Abstract : Universal service is a European concept allowing access to a predetermined supply of services at an affordable price. It constitutes a minimum set of services, regardless of the social conditions and geographical constraints of the applicant. Today, it covers three main areas: postal services, telecommunications and electricity. The idea of this thesis is to diversify this accessibility, particularly in France. It could be extended to other material fields, such as the hospital, with a criterion of spatial continuity. This development could be interesting with regard to the major principles of public service, notably adaptability and the consecration of a new, more real form of equality.
