Politisation ou dépolitisation ? Les luttes politiques sur les interdépendances économie-environnement des milieux aquatiques continentaux

Abstract : Depoliticization has become commonplace in the literature on the political regulation of economic-environmental interdependencies (Meyer, 2020). According to post-Marxist approaches, we live in a “post-political” world where the relations between the economy and the environment are depoliticized (Swyngedouw, 2011). In this world, the political debate around sustainability and ecological transition would be dominated by a technical and administrative consensus, replacing the conflictuality inherent in definitional struggles around public environmental problems and excluding political alternatives. Finally, in their criticism of neoliberalism, these approaches emphasize the delegation of political power to private actors and the establishment of financial instruments that would replace the action of governments. This thesis proposes a counter-argument to the narratives of depoliticization by focusing on the interdependencies between the hydroelectric and agricultural industries and continental aquatic environments within the framework of ecological continuity policies. The thesis also proposes to contribute to the understanding of the problems of ecological continuity in an original way based on industrial interdependencies, while the majority of research has focused on the socio-cultural dimensions of these public policies (Drenthen, 2009; Barraud and Germaine, 2017; Fox et al., 2017; Pradilla, 2021). As part of a qualitative survey and based on an institutionalist theory and a constructivist epistemology, the thesis questions the problematizations that are made of these interdependencies in public action by observing the "political work" of industrial representatives and its effects on political regulation (Jullien and Smith, 2012). Our results show that focusing solely on depoliticization would neglect a central part of the politicization work of private and public industrial actors to change institutions in the context of debates on the re-articulation of the economics and the environment in the face of global changes.
