Abstract : In Lebanon, the integration and development of information and communication technologies (ICT) in higher education is still in its embryonic phase; which prompts us to ask, in the first place, some questions related to the exploration of the real constraints and obstacles which slow down this integration and this development, and which continue to impact the development of educational technologies (ET) at the university level in Lebanon, and then to examine the conditions of training the teachers to use ICT and those of the applicable regulations. Globally, many studies have tackled the use of ICT in higher education, as well as the training of teachers using digital training devices.Several works have addressed the international challenges of the knowledge society and the new methods of accessing knowledge via digital technology. The nature of challenges differs between societies and varies according to cultural and educational levels, and according to social and financial situation. They depend on the development intention at government levels, the development of technological infrastructure, and the assurance of social justice especially in developing countries. These challenges concern the reform and development strategies of the education system and the training of teachers in order to be able to engage in related initiatives.There are many international initiatives facing these challenges. These initiatives have accelerated and expanded recently during the COVID-19 containment where most governments have resorted to technological solutions to ensure continuity of education.This study is part of this global dynamic of education through ICT. It therefore proposes to start by identifying the technological and pedagogical skills of teachers, already existing at the Lebanese higher level. It will then be followed by an exploration of the needs of the universities in ICT and in sources of Scientific and Technical Information, to lead finally to the adaptation of the training reference framework and the design of a digital training device adapted to the Lebanese academic reality. Regarding the educational aspect, the solution is based on the learning objectives of Bloom's taxonomy and on the theoretical reference model developed by Dieudonné Leclercq and Marianne Poumay.
