Propositions méthodologiques pour l’évaluation de l’introduction du "véhicule autonome" au niveau local

Abstract : With the buzz around the "autonomous vehicle" since the mid-2010s, local public authorities are seeking to clarify their position and the public action to be taken in the medium and long term in this area. Indeed, the expected positive effects of this technology on road safety and traffic, but also the negative effects on the number of vehicle-kilometers travelled or the use of public transport, take place at the metropolitan scale. Considering the uncertainty of these forecasts, the use of ex-ante assessment is useful to inform the local public decision. This thesis therefore proposes a methodological framework for a prospective and sustainable assessment of the autonomous vehicle at the metropolitan scale. The defined methodology is illustrated through a "proof of concept", an application to the city of Rouen. Three scenarios for the introduction of autonomous vehicles: personal vehicles, taxis and a feeder system are studied through a qualitative and participative multi-criteria analysis. This implementation shows the usefulness of using the methodological principles of prospective and sustainable assessment to improve the assessment of the autonomous vehicle. More generally, prospective and sustainability appear as key notions for a thoughtful and distanced management of the introduction of the autonomous vehicle.
