La prospective en Sud Alsace dans tous ses états : de son histoire à son renouvellement

Abstract : Foresight emerged in Mulhouse at the end of the 1950s in a context of uncertainty and crises that is reminiscent, to some extent, of the systemic risks facing Southern Alsace today. The history of these collective approaches, which has no equivalent elsewhere in France, makes it possible to explain how local actors sought to transform the city in an endogenous and radical way during the 20th century through this experience of thought-action that is foresight: from spatial planning, through training to the political regulation of actors, foresight approaches have enabled Mulhouse to relaunch itself, not without some difficulties, to regain political and economic legitimacy in the complex game of the actors' evolution. This research highlights the evolution of the implementation of foresight by the local elite, which is becoming an effective governance mechanism in a liberal and municipalist mode, producing spatio-temporal standards for a transformation of public action. In addition, a systemic approach, which integrates both local irruptions and globalizing flows, combined with a new collective practice of foresight, which we have carried out over a 20-year horizon, indicates risks of collapse in this project space. It then becomes necessary to propose a renewal of prospective practice, the last occurrence of which dates back to 1998, based on its history and innovative methods, in order to present a new philosophy of public action with a resilient view, to be applied in a set of strategic choices, which decreases over time and would make it possible to absorb current and future shocks and crises as effectively as possible.
