Résumé
Demography, globalization, the search for security accentuate the ancestral attraction to the city. Global competition for attractiveness lead theorists and practitioners to position towards the mid-21st century new sets, mostly infra-state / supra [region, Lander, province] called mega-region. Their complex translation into territorial organization points to the notion of extended economic area (EEA). Greater Paris, the first phase of political decision-making, is the French expression of this phenomenon. This thesis focuses on the second stage, initiated in 2011, of structuring the Seine Valley, from Le Havre to Paris, through the articulation of its economic and social components.The global explorations in Part 1 show the relevance of the overall design of the whole. They are manifested by political continuity, the permanence of a structural instrument, and the fabrications of multi-party interterritorial cooperation. The second part deciphers Paris-Seine-Normandy by Geo [Politics. Economy], and the specialized expression of qualitative evolutions of power, political concept. Attractiveness makes up amenities, digital, differentiation by global issues. The third part attributes a decisive constructive role to the economics of the flow of goods and products. It enhances the configuration of the Valley through the architecture of flows, the notion of corridor, and the use of digital solutions for its construction and the control of externalities. The socio-economic assessment is proposed to support, on the national and European scales, this large-scale, multi-faceted project.
La démographie, la mondialisation, la recherche de sécurités accentuent l’attrait ancestral vers la ville. Les concurrences mondiales d’attractivité conduisent théoriciens et praticiens à positionner vers le milieu du XXIè les ensembles inédits des méga-région majoritairement infra étatique/supra [région, Länder, province]. Leur complexe traduction dans l’organisation territoriale oriente vers la notion d’espace économique étendu (EEE). Le Grand Paris, premier temps de la décision politique, est l’expression française de ce phénomène. La thèse s’intéresse au deuxième temps, initié à partir de 2011, de structuration de la Vallée de la Seine, du Havre à Paris, par l’articulation de ses composantes économiques et sociales.Les explorations mondiales de la partie I montrent les pertinences de la conception globale de l’ensemble. Elles se manifestent, par une continuité politique, la permanence d’un instrument de structure, les fabrications de coopérations interterritoriales multipartites. La partie II déchiffre Paris-Seine-Normandie par la Géo [Politique. Economie], par l’expression spatialisée des évolutions qualitatives du concept politique de puissance. L’attractivité compose les aménités, le numérique, les différenciations par les enjeux globaux. La partie III attribue à l’économie des flux de marchandises-produits un rôle constructif déterminant. Elle valorise la configuration de la Vallée par l’architecture des flux, la notion de corridor, l’utilisation de solutions numériques pour sa construction et la maîtrise des externalités. L’évaluation socioéconomique est proposée pour soutenir, sur les échelles nationale et européenne, ce projet d’envergure à multiples facettes.
