Abstract : The subject of this doctoral dissertation is the regulation of public-private coproduction of residential urban development projects in France. It mobilizes analytical tools from organized collective action theories and social regulation theories. By coproduction of projects, it is meant the collective activity of transforming space through the production of urban development projects, specifically residential ones. The investigation focuses on local public actors and real estate developers and the situations in which they interact. Regulation is defined as the collective design and implementation of rules which allow collective action, such as urban development projects, to take place. Through three case studies chosen for their contrasting characteristics – Grand Parc in Bondoufle, Bassins à Flot in Bordeaux and Quartier Camille Claudel in Palaiseau – the dissertation shows how the actors involved in these projects play with preexisting rules (given by planning documents) as well as rules they design in the making of the projects when facing specific stakes. The dissertation highlights three main objects on which the regulation of the coproduction operates: land ownership and development, housing supply planning, and urban and architectural design. The results show different emergent trends of how the regulation of the public-private coproduction of urban development projects has evolved. First, the heterogeneity between different contexts. Second, dwindling instruments of coercion give way to rules constructed as projects are undertaken, thus resulting in a mix of the means of regulation. Finally, the advent of a self-regulatory capacity by real estate developers
