Des transports pour faire région ? : les transports comme élément de légitimation de la fusion régionale en Occitanie

Abstract : As authorities organising of regional interests’ transports since 2002, the French Regions have heavily relied on their competence in rail transport to strengthen their legitimacy. While their actions have tended to improve the accessibility of their capital and to abandon border links, the regional merger of the 1st January of 2016 raises the question of mobilising transports to enhance the territorial legitimacy of the new entities. This thesis aims to study the role of the regional transport policy in legitimizing the regional fusion through the case of Occitania. While passengers’ rail transport play a major role, the transport approach also includes coach lines and freight transport. It extends the reflections to the interactions between transport networks and territories. While the regional merger has given rise to strong local protests, the new political power has made transports one of its priorities. They must embody the new regional cohesion and strengthen the links within the new perimeter. We seek to show how public actors are trying to legitimize the new division through a renewed regional transport policy by mobilizing various medias. These are based on regional procedures of consultation and contractualisation, on the institutional communications, on the views of the various stakeholders, on the evolution of investment priorities in infrastructure and rail supplies, on the study of the evolution of institutional and sectoral frameworks.
