Les pratiques opérationnelles de la ville durable. Analyse de trois projets urbains : analyse de trois projets urbains : Bordeaux, Lyon, Grenoble

Abstract : This thesis aims to study the execution of sustainable city in the design and implementation of urban projects, within the professional framework of practitioners in architecture, urban planning and landscape offices. This research, revolved around the fields of urban and regional planning, takes place simultaneously in professional and academic background. Through the collaboration CIFRE (“Convention Industrielle de Formation par la Recherche” – industrial research agreement) between the architecture, urban planning and landscape office named AKTIS (Grenoble-FR) and the research unit named “Architecture Environment & Constructive Cultures” (LabEx AE&CC - ENSA Grenoble-FR), this work is defined as applied research on the sustainable city topic. This necessarily implies a specific methodological posture on the part of the doctoral student for the sake of objectivity in the research results. In view of the thematic focus selected in this research project, the current context relating to sustainable city execution will be studied and clarified : the existing standards, the incentive framework, the institutional and methodological framework ; the cross-cutting thematic addressed in the design of urban projects ; the systems stakeholders in this kind of projects ; the daily practices in architecture, urban planning and landscape offices, etc. These reflection guidances will be the subject of a comparative study with the Anglo-Saxon system, in order to highlight avenues for innovation. The main issue is to observe the operational implementation potential of the sustainable city in urban project management practices. In that way, this thesis query the extensions to be given in the current practices of the AAUP, in view of a comparative critical observation between France and England. Rather than being another theorising of the sustainable city, this research work considers the existing framework in project management as one of the key elements to be studied : standards, certifications, assessments, indicators, approaches, are all terms that are frequently found in urban projects. Between regulation, normalization and evaluation, the purpose is to observe which dynamics govern the operational and institutional sole preserve of the sustainable city today. This thesis asks the theoretical gaps on the sustainable city implementation, by considering the hypothesis of a comprehensive approach to urban planning and to sustainable city implementation as a wise compromise between environmental quality of operations (water, air, pollution, waste, energy consumption, biodiversity, etc.), project economy, social approach through use and response to current and future societal needs. Starting from the premise that an overly technical and sectoral approach to the sustainable city implementation is being implemented today, it probes possible extensions and improvements in the practices of the AAUP.
