Comment une communauté devient-elle une organisation ? : tension entre image, figuration et configuration dans l'organogénèse d'une diaspora : le cas des experts laotiens et des associations laotiennes en France

Abstract : Can the expertise of the members's Diaspora influence the change in its country of origin? If we think the case of Laos we would be tempted to think not. However, a second case where the expertise follows the academic standards of the host country and becomes integrated into the affable governing power to revise the answer, in the light of a shift between past and present, continuity and break. This work, which leaves the geographical point of view of the Diaspora as extraterritorial entity associated with an activity of organization, leads to question the logic of organization with regard to the expertise in management. This Diaspora is sensible either now or later to form in organization. An interesting case because the Laotian Diaspora arrives at the second generation thus is that is this one a Diaspora and does it remain as does Diaspora, on one hand, change with regard to the first generation, on the other hand? The subject of research is thus the one of the Diaspora as an organization. We try to make a contribution in sciences of the organization, the tension between the representation and the configuration. It is thus more interesting for our works to concentrate on the case of the Laotian in France even if it means making inter-cases rather than take 2 grounds. On the other hand, the interest of this case, is that the observer has a privileged making ground herself left the Diaspora in which the role as the second generation remains to put. What allowed us to report us the methodology which we are going to adopt: a structural anthropological approach (Claude Levi Strauss, on 1958), suited better because the observer participates in the case study and in the style of Clifford Geertz ( 1973 ) for the symbolic anthropology in which the author gives to the ethnology an interpretative role more than description. The reference to Pettigrew ( 1990 ) and to the longitudinal study is going to allow to cross on long-term, the tension between representation and configuration. If we insist over time, at the time it is because it is going to have of the processing not in relationship in the organizational change there (Pesqueux, Tribulois, on 2004) but the idea of the organization which is going to continue in time thus by changing we do not insist on this organizational change but on the "continuation" in time. One problem organizational and not a questioning on the change and that this problem is particularly interesting because if we look at it in the light of Mintzberg ( 2006 ) and of the contingency then the continuing Diaspora and it being even finally spread in a context, the question arises in term of organizational change and from this moment there, what we are going to bring to the foreground compared with the approach of Mintzberg contextualiste it is the factor of time the even that is the Diaspora allows us to eliminate exactly the mailman of contingency because spread, the concentration in a single mailman which is the one of duration through the sensible generational change to be even people and probably different people who are going to be the mainspring of the very organization. The theoretical positioning is thus the one of Morgan ( 1989 ), Pesqueux (2002) Mintzberg ( 2006 ). With regard to these 3 prisms, images / models and representations / structuring-dynamism, we focus on the representation and the configuration. And finally the time he even a mailma of change, processing, evolution of the organization independently of the contingency and of the context, the time modifies the conditions of reaction of the Laotian, raising the question of the image of a myth, a representation or a formation of the Diaspora, even its configuration
