Abstract : Local landscapes face natural disasters that have obvious and sometimes dramatic consequences. Public authorities’ responsibility is engaged for each event; but disasters keep happening and the same problems seem to reappear. However, actions are undertaken. Legal documents are developed for risks prevention and management in order to reduce the vulnerability of these territories. Plans for prevention of predictable natural hazards act as a filter on identified risks, dealing specifically with a spatial and temporal scale. Yet, these area planning documents sometimes face acceptance issues which make their implementation complicated. The purpose of this action research is to analyze, in the context of the development of a Flood Risk Prevention Plan focused on sea Undermining of coastal, the knowledge development and management process as part of the public decision making process. This methodology provides a broad and systemic overview of the limitations related to the management of knowledge in developing such regulatory document. The results show that knowledge development is not effective both because of its dispersion and because of the lack of integration of local actors in the process. In order to elaborate acceptable and appropriate FRPP/sU, we develop dynamic strategies in a time continuum. We suggest starting a multi-stakeholder dialogue at the inception stage of the elaboration process, this will allow taking into account relevant vernacular knowledge. Such dialogue could be carried out by a national steering committee for disaster risk management, with sub-committees at the watershed level, that would provide independent technical inputs on risk-related issues
