Analyse économique de l'empreinte territoriale des projets d'énergies marines renouvelables : le cas de l'éolien posé en mer en Bretagne

Abstract : Offshore wind projects are marine and land space development projects. The notion of territory overrides the notion of space by considering the coordination between actors of the territory designated to host activities related to marine renewable energies. Since 2011, France supports, by calls for tenders the creation of offshore wind farms. The development of this new industry on the national territory is considered in the thesis as a radical innovation even a change of energy paradigm. The integrated approach of these two postulates, territorial dimension and innovation, raises the question of the interactions between the actors. The subject of this thesis is based on the concept of territorial footprint. Two methodologies are used: (i) a textual analysis highlights the issues associated to the implementation of these projects, (ii) a survey methodology is adapted for the analysis of the household’s perception based on geographical proximity with the coastline. Household perceptions face three main challenges for the territory, the employment creation, production of renewable marine energy and development of a tourism activity. Results show a strong dependence of the issues according to the territory concerned, with an interest for a touristic activity development as soon as the distance to the coastline increases.
