Taylor, physicien et métrologue au NBS, devenu depuis peu le NIST, suggère de faire appel à son collègue E. Richard Cohen, avec qui il a collaboré depuis une vingtaine d'années dans le pilotage des ajustements des constantes de la physique (comme nous l'avons vu plus en détail dans les sections précédentes de ce chapitre), pour diriger le groupe de travail de l'ISO. La première réunion présidée par Cohen a lieu au cours de cette même année 36. Mais ce changement de direction n, Le groupe de travail clôt son rapport sur un projet de rédaction de différents chapitres, assignés chacun à un ou plusieurs membres du groupe 34

C. 'est-donc-un-peu-plus-tard, Début 1991, ils soumettent un document au TAG 4 de l'ISO, la sous-structure de l'ISO dont dépend le groupe de travail sur les incertitudes. Ce document est mis en concurrence avec un autre texte proposé au TAG 4 au même moment. La question est alors soulevée quant au document à choisir comme point de départ : celui de Taylor et Kuyatt est adopté et c'est ainsi qu'ils deviennent les rédacteurs principaux du brouillon du futur guide international sur les incertitudes 39. Est alors assignée à Taylor et Kuyatt la tâche d'intégrer les commentaires, remarques, et éléments supplémentaires qui leur sont régulièrement envoyés en réaction au premier brouillon qu'ils ont fourni, afin d'aboutir à un document acceptable pour tous : celui-ci devient une collaboration dirigée. Le document est finalement publié dans le courant de l'année 1993 en anglais et en français, avec comme titre Guide to the expression of uncertainty in measurement. Il est écrit au nom de sept organisations internationales : BIPM, IEC, IFCC (International Federation of Clinical Chemistry), ISO, IUPAC (International Union of Pure and Applied Chemistry), IUPAP (International Union of Pure and Applied Physics), et OIML. Il est ensuite très légèrement remanié en 1995. Entretemps, Taylor et Kuyatt rédigent pour le NIST une note technique, d'abord publiée en janvier 1993 puis rééditée en septembre 1994 40, que Taylor s'essaie à son tour à la rédaction d'un brouillon de document. Les circonstances du moment font qu'il se retrouve à collaborer avec son collègue Chris Kuyatt, alors directeur de la section des radiations ionisantes au NIST 38, pp.11-12, 1986.

La note technique du NIST se distingue du GUM par son caractère plus local, attaché aux pratiques d'un institut national en interaction avec des acteurs d'un espace bien défini, l'espace nord-américain. Le GUM, par son ambition plus large d'harmonisation des pratiques à l'échelle internationale, se heurte à la fois à la nécessité de formuler un consensus général tout en satisfaisant l'ensemble des acteurs visés dont les pratiques sont multiples. L'on peut alors comprendre que, bien que publiés au même moment, ce soit la note technique du NIST qui connaisse la première un grand succès aux États-Unis. Il est à noter de plus que le GUM lui-même, en tant que publication de l'ISO, était alors de ce fait un document payant, les formulant selon les règles de pratique ayant cours au NIST 41. Cette publication connaît un grand succès aux États-Unis où

, La création du JCGM L'ISO publie le GUM une première fois en 1993, puis celui-ci est très légèrement remanié en

, ISO doit-il se charger de continuer à travailler sur le document, ou doit-il laisser une autre organisation prendre le relais ? Cette question s'articule avec le statut du GUM au sein de l'ISO : il ne s'agit que d'un guide, et non pas d'une norme. Or, des désaccords émergent quant au rapport de l'ISO avec les guides 43. C'est l'une des raisons pour laquelle il semble que l'ISO n'apparaisse plus comme l'organisation adéquate pour effectuer la maintenance du GUM. En 1997, Terry Quinn, en concertation avec Taylor, donne l'impulsion pour la fondation d'un comité, le JCGM (Joint Committee for Guides in Metrology) 44 , qui reprenne en charge le traitement de la question des incertitudes de mesure. La première réunion officielle a lieu aux alentours de l'année 2000, et il y est déjà envisagé d'engager une révision substantielle du document, en vue d'une seconde édition. Cependant, Taylor, qui dirige alors le groupe de travail 45 , suggère qu'il n'est pas opportun de modifier le GUM dans l'immédiat, alors qu'il commence à peine à être diffusé, et qu'il est déjà le fruit d'un consensus difficile à atteindre. C'est à l'occasion des débuts du JCGM que Walter Bich, métrologue à l'INRIM (Instituto Nazionale Di Ricerca Metrologica, Turin), commence à travailler sur le GUM. Il avait été convié par Terry Quinn, dès 1999, à participer aux réunions du JCGM 46. En réactions aux réticences de Taylor à proposer un nouveau document, Bich suggère que soient rédigés des textes complémentaires 47 ; les premiers de ces « suppléments, Reste alors ouverte la question de sa maintenance. Quel doit être l'avenir du document ? L'un des enjeux porte sur la responsabilité de l'ISO, qui a jusqu'alors été responsable du contenu du GUM et de sa distribution. L', 1994.

. Taylor-Émet-le-souhait-de-ne-plus, il désire avant tout se consacrer à la réforme future du Système International d'Unités. 48 C'est à cette occasion que Bich devient directeur du groupe de travail chargé de la maintenance du GUM 49

. Après-sa-première-réunion and J. Le, existence formelle claire : il n'est alors avant tout qu'un groupe de travail 50. L'ISO souhaite de plus réguler le nombre de membres des groupes de travail et leur appartenance : un maximum de trois membres de chaque organisation représentée doit être respecté, et aucun expert en dehors de ce cadre ne peut y assister. Il apparaît qu'il est nécessaire de trouver un cadre pour opérer ces régulations. Le rôle de l'ISO dans cette opération étant de plus en plus questionné

, Cela avait marqué le rapprochement des trajectoires des deux documents. La première édition du Vocabulaire International de Métrologie (« VIM1 »), en 1984, a probablement été constituée de façon assez indépendante et sans aucun lien avec le futur GUM. Cependant, il serait juste de dire, à en croire Taylor, que l'ISOTAG4-WG3 a aussi été le lieu de discussion de la seconde édition du VIM, publiée en 1993 52 , parallèlement au GUM qui s'appuie (encore aujourd'hui) sur sa terminologie. Les deux documents deviennent finalement la responsabilité conjointe du JCGM à partir de la fin des années 1990. Le rôle du JCGM au sein du BIPM est scindé en deux groupes de travail : un premier groupe de travail, le « JCGM WG1 » est dédié aux réflexions portant sur le GUM ; un second groupe de travail, le « JCGM WG2 » est dédié aux réflexions portant sur le VIM. En 2008, les groupes de travail respectifs du JCGM aboutissent d'une part à la publication d'un premier supplément au GUM 53 , et d'autre part d'une troisième édition du VIM 54. À cette occasion, le GUM est réédité sous une forme presque identique à sa version de 1995, La création du JCGM est l'occasion d'une jonction des efforts de maintenance du GUM et du VIM. La première publication du GUM avait en effet coïncidé avec celle de la deuxième édition du Vocabulaire International de Métrologie (VIM2), les deux documents étant produits et distribués par l'ISO, et publiés la même année, 1993.

, Au-delà du document produit-le GUM et sa famille de compléments-il serait donc fécond de s'interroger sur l'ensemble des éléments sur lequel le GUM n'a pas engagé son autorité. Mallard a également rappelé que le travail de normalisation ne consiste pas simplement à obtenir un consensus quant à des connaissances et méthodes déjà existantes mais également à produire de nouvelles connaissances 69. De fait, le travail de mise en forme et de recherche de consensus qui a accompagné la rédaction du GUM a fait émerger une façon inédite de présenter l'analyse d'incertitude, centrée autour des méthodes de type A et B, sur la notion d'incertitudetype, puis celle d'incertitude « élargie », et autour de la façon de propager ces différentes incertitudes. Ce contenu n'a rien de révolutionnaire : il se nourrit de façon essentielle de pratiques déjà éprouvées, mais il reformule, restructure et synthétise ces acquis d'une façon qui constitue en soi une véritable avancée conceptuelle. Cependant, dans le même temps, ces avancées conceptuelles n'ont pas été poussées assez loin. En effet, dans la partie I, nous montrons que le GUM intègre de façon implicite un certain nombre de conceptualisation qui sont peu, voire pas du tout explicitées, en particulier concernant l'interprétation des probabilités. De ce fait, dans une histoire plus large, le GUM n'apparaît que comme un élément de transition que nombre de métrologues ont tenté de dépasser dès sa publication. Il est d'ailleurs intéressant d'observer dans les travaux préparatifs à la rédaction du GUM qu'une consigne bien spécifique revient de façon répétée : celle d'éviter au maximum les considérations philosophiques pour se concentrer sur la recherche d'un consensus technique 70. Or, l'absence de travail conceptuel, et la focalisation sur un apparent aplanissement des difficultés techniques liées aux traitements conjoints des erreurs aléatoires et systématiques de mesure, sera précisément l'un des foyers de critique du GUM, en particulier dans le débat qui oppose aujourd'hui partisans de conceptualisations fréquentiste et bayésienne de la mesure, que nous décrivons dans la partie I. En quelque sorte, la recherche d'un consensus à peu de frais a eu pour conséquence une réception assez mitigée. Bien qu'il soit le résultat d'un effort réussi de standardisation, le GUM ne peut certainement pas être considéré comme l'achèvement d'un travail de réflexion sur la thématique des incertitudes des mesure. En témoigne le fait qu'alors même que ce dernier commence à diffuser dans 67. « (L)a résolution de nombreux conflits qui interviennent dans la rédaction d'une norme se cristallise très précisément autour de la recherche de la bonne formulation, du mot exact permettant d'exprimer une spécification technique sous une forme acceptable par tous les participants, CC 12 : Épilogue : la genèse du GUM norme présente un intérêt à la fois pour ce qu'elle contient-le texte 67-et ce qu'elle ne contient pas-le hors-texte 68 , ce sur quoi les acteurs ne sont pas d'accord.
