Hydrocarbon sector construction and political developments in Kazakhstan and Turkmenistan - Indigenisation and rent 1919-2002.

Résumé
This thesis first and foremost studies the building up of the hydrocarbon sector since the birth of oil and gas industries in Kazakhstan and Turkmenistan. The late 1950’s and the three following decades (1960, 1970 and 1980) are crucial for the development of hydrocarbon production and institutionalization of the branch in both Republics. The study of financial flows between the Center and the two Soviet Social Republics on one hand, and from the institutions of this sector on the other hand, alter the traditional image of these SSR’s that are usually perceived as mere hydrocarbon suppliers for the Soviet economy. The reinforcement of local institutions and the unfolding of republican initiatives taken in the hydrocarbon branch led to an indigenization of the structures of production and decision.
The further indigenization of the oil sector in Kazakhstan and Turkmenistan’s « currency supplying » cotton production illustrate the diverging economic course of these two countries in the context of a greater globalization of their exchange since 1991. Despite the weakness of their political institutions, these two states, however their differences, display an outstanding stability until 2002, which was supported by hydrocarbon exportations. The building up of the hydrocarbon sector, which is still in progress, so far resulted in the creation of the national company KazMunajGaz in 2002 in Kazakhstan, whereas Turkmenistan has not initiated such a project so far.
Cette thèse étudie d’abord la construction du secteur des hydrocarbures depuis la naissance des industries pétrolière puis gazière, du Kazakhstan et du Turkménistan. La fin des années 1950 et les trois décennies 1960-1970 et 1980 sont cruciales pour le développement de la production et des institutions et de ce secteur dans ces deux républiques. L’étude des transferts financiers entre le Centre et les deux RSS d’une part et celle des institutions de ce secteur d’autre part, modifient l’image de ces RSS, souvent perçues comme simples fournisseurs d’hydrocarbures à l’économie soviétique. Le renforcement des institutions locales et le déploiement de l’initiative républicaine dans le domaine des hydrocarbures, notamment, ont en effet engendré une indigénisation dans les structures de décision et de production de ce secteur.
L’hypothèse d’une plus grande indigénisation du secteur pétrolier au Kazakhstan et une production de coton pourvoyeuse de devises au Turkménistan rendent compte de la divergence des trajectoires économiques des deux pays, dans le cadre d’une plus grande globalisation de leurs échanges après 1991. Malgré la faiblesse de leurs institutions politiques, ces deux régimes, de nature distincte, ont montré une remarquable continuité et stabilité jusqu’en 2002, notamment grâce aux revenus de leurs exportations d’hydrocarbures. La construction du secteur des hydrocarbures, qui se poursuit tant du point de vue de ses acteurs que de ses institutions aboutira, au Kazakhstan, à la création de la compagnie nationale KazMunajGaz en 2002, tandis que le Turkménistan ne s’est pas doté de structure équivalente à ce jour.
