LA « PROFESSIONNALISATION » DES ONG EN PALESTINE : ENTRE PRESSION DES BAILLEURS DE FONDS ET LOGIQUE D’ENGAGEMENT

Abstract : Following the Oslo Accords in 1993 the increase in international aid to the Occupied Palestinian Territories, led to the construction of a ‘rentier economy’. The influence of donors dominates the perception of the political and social reality to the point where we can assess the reality of post Oslo as: the ‘Palestine of donors’. The aforementioned with aid recipients, NGOs, the Palestinian Authority and others, implement together projects that are within the vision of ‘development’ for ‘peace’. This dynamic forms a ‘world’ subject to a new social framework based on the ‘ideology of development’. This ‘World of Development’ whose dominant discourse emphasizes the ‘professionalization’ of NGOs, characterized by specialization, accumulating knowledge, ‘progress’ and distance from political organizations. In order to study this process, this thesis combines three analytical scales: organization, the social space, and individual trajectories. Bringing these scales together illustrates the fact that ‘professionalization’ is embodied by the rationalization of the system of values, according to which partisan activism for Palestine is replaced by ‘professionally engaged’ for ‘development’. On the scale of organization, the study of four associations reveals the transformation in organizing their work and engagement, in addition to the evolution of their relationship with donors, as well as, with political organizations. On the scale of social space, the analysis identifies power relations within the ‘World of Development’. The domination of donors and the interiorization of the norms of development impact the large NGO structures to which associations adhere. The establishment of ‘rational devices of development’ expands the base of this ‘World’. Henceforth, the field of power of the ‘Palestine of Donors’ is restructured through power networks woven between donors and the different aid recipients. On the scale of the individual, the study sheds light on the translation of these transformations in the trajectory of NGO employees and activists. The heavy militant dispositions that are incorporated through the partisan experience appear in disjunction with the rational devices of development. Therefore, professionalized NGOs, as well as, the ‘World of Development’ favor employees with professional experience who renounce activism.
