Analyse of the conditions of a territory for the integration of community-based rural tourism: an action-research approach in the Bajo Balsas, Mexico.
ANÁLISIS DE LAS CONDICIONES DE UN TERRITORIO PARA LA INTEGRACIÓN DEL TURISMO RURAL COMUNITARIO: UNA APROXIMACIÓN A LA INVESTIGACIÓN ACCIÓN EN EL BAJO BALSAS, MICHOACÁN
Résumé
An enthusiastic discourse about suitability of community-based tourism (CBT) has been promoted in Mexico as a way of revitalizing rural areas. Nevertheless, a review of experiences indicates that, in most cases, these have not shown the expected success. The objective of this research was to develop an ex-ante assessment in a rural area of tropical dry lands in Mexico where CBT has not been introduced yet, using a multi-scalar, systemic and community-based approach. The intervention focused on the paradigm of the action research and on the soft system methodology. This research aimed a double contribution, social and academic: building a process of cognitive construction and social learning that on the one hand allows the facilitator to use results to produce scientific knowledge, and on the other allows local people to gain new information adapted to their situation. Results showed the necessity to analyse before the introduction of any tourist activity the ex ante conditions of the territory and the local visions of concerned actors that influence directly the construction of a tourist space. This work suggest that the construction process of a CBT initiative and the mechanism that are created, must be studied with more attention.
Le tourisme est promu au Mexique comme une solution au développement des territoires ruraux. Cependant, force est de constater que ce discours résulte d'une approche limitée et trompeuse des notions de développement, réduction de la pauvreté et de conservation des ressources naturelles. À partir d'une approche systémique, multiscalaire et participative, ce travail de recherche analyse les conditions d'un territoire pour l'introduction du tourisme rural communautaire (TRC) dans un processus de développement à échelle locale-régionale. Le TRC est conçu comme partie intégrante d'un processus de changement social depuis la base dans lequel les individus et les institutions collectives en sont le moteur. La méthodologie se situe dans le domaine de la recherche-action qui se base sur un modèle d'intervention capable à la fois de produire des connaissances sur l'objet de la recherche, le lien entre TRC et territoire, et de promouvoir la construction d'apprentissages pour améliorer les prises de décisions locales. Les résultats indiquent la nécessité d'analyser avant l'introduction d'initiatives de TRC les conditions pré existantes du territoire et des visions locales des acteurs concernés qui influent directement dans la construction de l'espace touristique. Ce travail suggère que le processus de construction d'une initiative de TRC et les mécanismes qui se créent dAnalyse deoivent être étudiés avec plus d'attention.
