Abstract : The analysis of the contents of directors answers who live bad working resulting from wrong communication (rumours, lies, double-language, propaganda...) place at first emphasis on the different actors and partners of school who have an influence on the management of school, according to their psychological and sociological types and their centre of interest. Results bolster up our topic about organisational management in dysfonctioning and resolution of conflicts, linked to a questioning on the real power of actors and partners in the school system. The lack of help from the local administration entails serious consequences regarding the quality of school climate, removing trust in and from the director. French decentralization and deconcentration laws have generated a paradox : they place the director at the core of the educational system but he has no status and a reduced or a non-existent power in the decisions. The questioning led by actors and persons who belong or not to the educational system, and who should help to suppress dysfonctioning, reveal their inefficiency. Consequently, ill-founded decisions against the director (unfair dismissal, punishment, downgrading, erratic career development...) are sometimes ordered by the top grades of the civil service - at the IEN request - without knowing exactly the real reasons of the dysfonctioning. So, the notions of skills, of health in work, of private or general interest, of democracy, of politic, of law....are examined. In order to deal with the system contradictions due to the variety of society bases and values, we go on our research about the ways to carry out improvements of formation for the future directors of school and also for local hierarchy, for effective managers, to improve working conditions, for a school with equal opportunities.
