La parlementarisation de l'Union : pour une approche dynamique du régime politique européen

Abstract : This thesis deals with the persistent difficulty to model the political system of the European Union. To overcome this challenge, we propose to analyze the EU-regime as experiencing a "parliamentarization" process, understood as an evolution that brings it closer to the type of regimes found in contemporary democracies. To this end, we first assess the progresses made by the EU along different criteria: the democratic character of the regime, the rise of the European Parliament's powers, and the development of inter-institutional relations. We then focus on the role played by political actors (MEPs, political groups, European political parties) in the functioning of the Union today. Finally, we attempt to assess the empowerment of the European Parliament in EU's policy making, paying specific attention to the development of the inter-institutional trialogue. We conclude on the emergence of an original quadripartite institutional system.
