Eléments pour l'évaluation de la qualité environnementale des systèmes d'assainissement urbains

Abstract : Since the 70's, specialists in urban hydrology gain knowledge in the technical, economic or environmental fields related to the functioning of the urban wastewater systems. In the context of sustainable development local communities are required to tend towards a more sustainable water management in cities. A contrario, cities and especially medium-sized cities do not always have the expertise to achieve this task. The scope of this thesis is limited to environmental features of sustainable development. The main question deals with the translation of the technical reality of medium-sized cities wastewater systems into an environmental knowledge useful to the owner. This research assumes that knowledge can be provided by performance assessment. A method called QUESA is proposed. This method allows to get a picture of the environmental quality of urban wastewater systems through the performance assessment of seven environmental descriptive criteria (1. Use of energy; 2. Surface water pollution; 3. Underground environment pollution; 4. Floodings; 5. Urban integration; 6. Hygiene and health; 7. Environmental management). Main results are: * the original organisation of indicators in a multi-criteria assessment method. Indicators have been developed, chosen and adapted from scientific and technical literature; * the development of performance models to translate medium-sized cities technical reality into environmental knowledge. Two kinds of modelling have been defined, the first uses performance functions, the second involves expert rules; * the conception of a computer prototype for the QUESA method, which gathers indicators organisation and performance models. This prototype provides an environmental snapshot of urban wastewater system based on the seven main criteria. The use of the prototype with an hypothetic city data has provided limits for some of the performance models. The perspectives are to implement the method with real wastewater systems and to adapt this approach to other urban scales and systems.
