Appropriation de l'espace et prise de parole. Enquête socio-ethnographique dans un grand ensemble à Berlin Est

Abstract : This thesis deals with urban citizen participation, considered as a speech on the city and a political action. It analyses the link between social dynamics of space appropriation and political commitment on the ground of an ethnographic study lead in the north district of Marzahn, a great housing estate of East Berlin. This study shows that political participation is strongly linked with political representation. During the 90s the privatization process in the great housing estates of East Berlin has sharpened socio-spatial segregation. At the same time, inhabitant's participation has become a central instrument of urban renewal policies although it was conceived on a more individual and less protester ground than in the past. I have distinguished three social categories of inhabitants according to their uses of urban space. These socially differentiated uses of space produce social and familiar ties to the urban environment. When competing uses of space threaten these ties, political action can occur. However, it is not systematic. In order to participate politically, one should indeed speak in a public place and make the common good on which its action is grounded appear to the eyes of others. That is : political participation needs political representation. The last one is failing when the public which expresses himself in public spaces is socially homogeneous and when public places have a weak institutional background.
