Gestion durable de l'eau en montagne : le cas de la production de neige en stations de sports d'hiver.

Abstract : Snow production is a common practice in many ski resorts (in France, two thirds of the existing sites are equipped with infrastructures intended for this purpose; and there are many projects to extend them). What appears to be a simple process - pulverizing water in cold air -, in fact reveals much about the issue of the sustainable management of water in mountainous areas. Artificial snow production is the latest use of water in these areas; it raises the question of its capacity to find a place in an integrated water management model; at stake is on one hand the conciliation of the aquatic environment's water requirements, and on the other hand all the other uses of water. In a context of global warming and its consequences on "snow resources", particularly in low-altitude mountain areas, man-made snow also raises the question of ski resorts' vulnerability, and the economic models they are based upon. Snow production therefore goes beyond the issue of just water, it is also about what governments choose to do with certain regions. Our research is based on empirical materials of various natures (interviews with those involved in snow production, field observations and documentation). We used three case studies in the French Alps: Courchevel - La Tania (Savoie), Villard-de-Lans - Corrençon-en-Vercors (Isère) and Orcières-Merlette (Hautes-Alpes). The methodology employed led us to present certain proposals, inspired by local initiatives, which make it possible to consider including snow production in a sustainable water management model in mountain areas.
