LE COMITE NATIONAL D'EVALUATION : LES EFFETS DE L'AUTOEVALUATION

Abstract : This thesis proposes to identify the effects of the French Higher Education Institutions assessment. Our research is centred on the self-assessment proposed by the National Evaluation Committee (CNE) in their guide “The Book of References” (2003). This thesis also contains a study, namely interviews with 37 persons in charge of 17 Higher Education Institution that followed the above-mentioned self-assessment, the estimated discourse on their self-assessment and institutional experience, the effects and their opinions on the procedure and the self-assessment guide. Our analysis has been based on Educational Sciences (for “assessment” and “Higher Education” concepts) and on Organizational Sociology (for the public institutions – Higher Education Institutions – organisation and functions). The thesis concludes with an actual institutional assessment panorama: the creation of The Research and Higher Education Assessment Agency (AERES, 2007) that proposes to renounce the CNE's “formative” assessment for the “summative” assessment. The Higher Education Institutions are engaged with new responsibilities centred not on the assessment processes, but on the gaining of results.
