Le management de la performance publique locale. Etude de l'utilisation des outils de gestion dans deux organisations intercommunales.

Abstract : Although performance is becoming a norm in public sector, its significance is still controversial. This study endeavours to analyse public managers' actions to reach a high level of performance. This is done by exhibiting their perception of the concept and by extracting which devices they apply to attain it. To reach that goal, the study focuses on the Etablissements Publics de Cooperation Intercommunale (EPCI), introduced in 1999 and vested with tax raising powers. The EPCI granted with responsibilities previously attributed to municipality were created to increase management efficiency and yield economies of scale. Therefore, they appeared as an adequate field for performance management inquiry in the public sector. Fourty-seven semi-directive interviews were conducted to produce two case studies. They describe the management tools used by operational and functional departments. The study results in a global overview of performance management mechanisms in the organisation and highlights its main values. The result is that as opposed to the common idea, intermunicipal managers have had to cope with performance requirements for a long time. They have developed bricolage strategies and have internalised management devices. Through these strategies, they aim to anchor the tools in everyday practices as well as rock the normativity promoted by these devices. From these actions stem disconnected performance management systems. Their ultimate goal is to train managers to compromise-making between inconsistent demands.
