Donnant-donnant. Les stratégies d'acteurs villageois face aux conditionnalités des projets de développement au Mali

Abstract : Actor's strategies in the interaction which is the 'conterpart for project contribution", are studied in a development project in aid of two communities in the North of Mali, songhaï peasants and touareg breeders. Some conditions of use of the scientist approach toward action are considered. The methodological attitude adopted by the autor combine expertise and detached research.
Social representations and solidarity pratices, power and work of the societes face to face, come to a clash. They generate intreting and negociating spaces where power stakes, new identities grow up while project's resources and constraints are controlled.
Three determination levels stand out: the values assigned to the resources, actor's commitment in the action, the social game favoured by the gap between 'real' community and 'imagined' community. Methodological tracks found out, can be used to anticipate actors' strategies in a project approach. The 'invariable determinants' identified explain the actors' strategies along with their contingencies and their possible variations. A program of international cooperation in the fulany society, used as a counter-exemple, confirm the value of the approach. The invariable determinants entitle to envisage a higher foreseeability, in the actors' strategies as part of the development projects.
