Traitement des congestions dans les réseaux de transport et dans un environnement dérégulé

Abstract : The restructuring of the electricity sector leads to huge power transfers guided by economical considerations essentially, creating at their turn new constraints on Power Systems called congestions. A congestion is the incapability for a power system to carry the market preferred schedules, and congestion management is the way to insure that power systems are operated within their security constraints. The current paradigm makes it necessary to define a congestion management method which is suitable, optimal from the economic perspective and which gives the right signals for constraints reduction and network improvement. For that purpose, we propose in this Phd a congestion management model which defines this latter as an ancillary service separated from energy market. The constraints are dealt thanks to adjustment bids made by producers on a voluntary basis. The overall cost of congestion is minimised through an optimisation algorithm. Then, the congestion cost is reallocated among network users through new allocation strategies based on electricity tracing. Finally, this methodology has been adapted in order to allow supranational coordination of congestion management. Results show that coordination makes easier the management of difficult constraints, and allow hoping notable congestion cost reduction while insuring confidentiality of sensible economic datas. Tests have been carried on the RTS 96 system consisting in 72 nodes.
