Le Champ Atlantique. Essai sur les relations entre les acteurs politiques locaux et l'océan sur la façade Atlantique française.

Abstract : From the hypothesis of an Atlantic field, this thesis questions links between local political actors and the ocean on the French Atlantic side by strategic approach, that of the competition which ensues from a collective “Atlantic” resource. In a context of increasing decentralization and towards the contemporary craze for the maritime, this work invite to make one think about the stakes in the appropriation of this resource, about the local policies and their effects in oceanic coastal zones. In the same time the epistemological level is about the “geographicity” of the notion of field and put to the test its capacities to combine several “Atlantic” discourses (from European to local scale). In order to revolve these objectives and turn the notion into a concept thesis methodology built on maritime dimension political territorial picture analysis. Atlantic field perspective proves the appropriation of “Atlantic” resource is situated in the crossing of the policies ambitions of territorial development, identical quest and electoral aims ; this approach also permits an original look about important changing on French costal zones (particularly increasing mobility and urbanization).
