Comprendre pour aider. Analyse réticulaire de projets de mise en oeuvre d'une Technologie de l'Information: le cas des Espaces Numériques de Travail

Abstract : The purpose of our research is understanding the process and outcome of implementation projects of Information Technology (IT) in French National Education: the ENT (Espaces Numériques de Travail translated as Numerical Technological Space). More precisely, we focus on the interaction between heterogeneous entities (public and private actors) and technology during the implementation processus. The research demonstrates how relevant it is to investigate these projects through a dynamic analysis of the socio-technical networks.
In this perspective, our methodological approach is qualitative. It is based on the longitudinal study of two ENT projects characterized by two opposite trajectories: failure versus success. Our contribution lies in the comprehension of the projects through the dynamics of the controversies and the impact of each of these controversies on the convergent dimension of these networks. The thesis reveals that the reasons for success or failure not only depend on the contents of the controversies but also on how these controversies are linked to one another. Consequently, the actors' different attempts to stabilize the first controversies appear as a strong signal as far as the future of these projects is concerned. The direct involvement provides the actors of the project with a reflection guide. This research represents a major contribution in regard to previous acknowledged studies as it allows to improve the understanding and the management of IT projects belonging to the public sector.
