Productions jointes et mesures de gestion des pêcheries mixtes: application à la pêcherie langoustinière du golfe de Gascogne

Abstract : The use of low selective gear in a multi-specific and multi-size ecosystem induces the catch of several wanted and unwanted grades that are landed or discarded. A bioeconomic analysis of production processes using low selective gear is first presented in the case of the Nephrops fishery in the bay of Biscay. The process is split into a catch step and a sorting step. We show that all the productions are not joint productions. There is a kind of joint productions control that is fundamental to the fisheries management. A microeconomic model of sorting behaviour enables to discuss the incentives to discard. It assumes that discards are the results of a sorting task. Impacts of management measures aimed at mitigating the negative consequences of joint productions are then analyzed. A theoretic analysis of the stakes for selectivity improvements shows that social benefits depend on the level of effort in the fishery. It is also shown that when selectivity is not observable, fishermen are individually incited to adopt a non selective technique. A cost benefit analysis of selectivity scenarios is then performed thanks to a bio-economic simulation model applied to the Nephrops fishery. Endogenous behaviours enable to highlight the need to combine technical measures and access regulation measures to manage mixed fisheries. The example of the Nephrops pot fishery in Loch Torridon (Scotland) enables to discuss the profitability conditions of an alternative gear whose selectivity is observable.
