La planification urbaine à l'épreuve de la métropolisation : enjeux, acteurs et stratégies à Marseille et à Montréal

Abstract : In an urban context marked by the phenomenon of metropolization and globalization, new issues appear and generate new forms of governance, which in turn aim at elaborating a new territorial strategy. The similarities of the French and Quebecois political agendas as for the implementation of metropolitan reforms are the basis of this research paper. The comparison herein evaluates up to what point these new Marseille and Montreal metropolitan approaches are really innovative, and allow for a contemplation of the evolution in the forms of urban planning. The Marseille metropolitan network is characterized by the projet metropolitain (metropolitan project) approach, which fits in the now familiar strategic planning trend, whereas via its metropolitan institution, Montreal is working out a schema metropolitain (The metropolitan land use and development plan), which appears closer to a so called "traditional approach". Even if these two approaches seem extremely different, the two metropolitan areas face mainly similar obstacles. They indeed struggle in debating over the model of development to establish, in managing the redistributive aspects involved in metropolitan territorial planning or in the location and completion of large-scale metropolitan equipments, which are at the source of potential conflicts. The political-institutional profile resulting from the metropolitan reforms in Marseille and Montreal are extremely different but characterized by a common difficulty in creating a forum of discussion on a metropolitan scale capable of gathering the general public, private corporations and civil society stakeholders around a common strategy. These two metropolises thus illustrate the reappearance of a practice of metropolitan planning which would be less spatially based than that developed during the nineteen-sixties, but nevertheless more strategic, if not yet completely collaborative.
