Abstract : This dissertation relates the history of the policy evaluation theme within the French central state apparel from the aftermath of WW2 until the end of the 1990's. After importation from the US, the French governement failure to institutionalize and banalize the practice of policy evaluation in France is here explained by the examination of two factors. First, the slow deligitimation and balkanization of French planning (as a set of top policy-making institutions and procedures) has regularly crippled the "policy evaluation development policy" when it came to be implemented. Secund, French social scientists, as a collective actor, never had either the opportunity and the will to stand as a solid and professional promotor of policy evaluation.
