Abstract : Firms' lobbying of public authorities is a managerial practice increasingly common. It seems that several lobbying strategies exist but these have failed, to a large extent, to be carefully assessed by the literature. Interestingly, value creation for shareholders, a concept that is commonly used in finance, can be resorted to as a yardstick to measure the effects induced by lobbying.
Against this background, this dissertation endeavors to :
- assess the impact of firms' lobbying strategies on value creation;
- consider an under-researched regional area, Europe, by comparing the situation of French and British firms in particular.
The empirical analysis is carried out in two steps. Using data analysis techniques, the dissertation first describes lobbying actions of French and British firms as reported in the press from 1995 to 2000. The dissertation shows that there is only a limited number of lobbying strategies resorted to by these firms. Using event studies in a second step, the dissertation tries to measure these lobbying strategies' contribution to the value created by the firms. Conclusions are mixed. Independently from firms' nationality, some lobbying strategies contribute to value creation, others have no effect while the remaining ones seem to even destroy value
These results contribute to define lobbying as a strategy for two reasons insofar as firms lobbying actions :
- seek to create value for shareholders by creating a competitive advantage;
- can possibly fail when external isomorphic pressures to, or internal problems in, firms are binding constraints.
