Impact de l'AGOA sur les pays élégibles : dynamique des échanges, dynamique de structure et dynamique des taux de croissance

Abstract : The setting up of AGOA in May 2000 gave rise to the old bicker concerning the problematic of the link between free trade and economic growth. Nevertheless, the AGOA's essential constituent showed us that, AGOA is the new tool of the economic cooperation between USA and Sub-Saharan African countries. Thereof, AGOA goes beyond the plain trade agreement. In this case, our study will consider others areas as specialization dynamics, economic policies dynamics and economic growth of the eligible countries. Our results showed that, the AGOA's effect is positive on the exports of the eligible countries. But, we pointed up that, this effect is higher in the increase of the exports of the new products than the traditional products. We also found that, AGOA's effect on the economic policies is mitigated. This effect is positive and significant on the public expenditures and real exchange rate ; by contrast, AGOA's effect is no significant on the "openness" and infl‡ation. Our results also showed that, the AGOA's setting up has been positive for the labor productivity growth and the foreign direct investment (FDI). But, we brought to light the fact that, the positive effect of AGOA on FDI is focused on the oil producing countries. At last, in world view, we observed that AGOA's effect is no significant on the GDP per capita growth. But this effect is contingent upon of the studied region. In addition, we proved that, AGOA can be more effective if it's become more dynamic, if it's cut down the effect of the gradual taxing and if it's delete the uncertainty of the AGOA's length. This uncertainty is introduced by the renewal of the AGOA's eligible countries at the end of every year.
