Missions de service public et régulation en environnement concurrentiel : Application au secteur postal

Abstract : This thesis studies the coeistence of regulated and competitive activities within a firm.
In our first chapter we study the cost of a service of general economic interest. We show that the existence of the mission will generate externalities on the demand and costs of competitive activities of the firm and on the competitors. These externalities will modify the cost of the mission. We apply these results to the exemple of the accessibility mission of la poste.
In our second chapter, we study the transfer price used to evaluate the transactions between a regulated firm and its competitive affiliates. We describe the chronopost case where the court of justice defines the transfer prices case law.
In our third chapter, we add the possibility for the firm to adopt anticompetitive behaviours. We describe the example of the german post condemned for its predatory strategy. We then try to verify the conjecture that regulated firms have more incentive to adopt predatory strategies.
