Le design institutionnel public : analyse économique de la réforme de l'administration

Abstract : The thesis focuses on the economic foundations of administrative reforms in developed countries. Thus, it aims to compare theoretical views on the evaluation of efficiency in administration, and it considers possible theoretical and empirical ways of reforming administrations. It is constituted of three parts.
A first part deals with rising critical views of administration, as a justification for current reforms; it is mainly a survey and important authors are studied, such as Weber, Downs, Leibenstein or public choice views like Niskanen's. It gives a global approach to the "new public management" (NPM) reforms, as much as to the new public budget architecture in france in the light of the "loi organique relative aux lois de finances" (LOLF).
A second part focuses on economic analytical models of public administration functioning, around the question of hierarchical controls and that of optimal institutional designs of interdependent public bureaus.
A third part strictly devotes to the empirical evaluation of reforms in several administrative sectors, notably using organisation for economic co-operation and development (OECD) databases and french reforms: decentralization, recruitments, performance rewarding and knowledge management are important issues. Finally, the work emphasizes the stakes of e-government, in france as much as in a comparative approach, without omitting to consider the interdependency of npm reforms.
