Economie politique des déterminants des dépenses publiques d'éducation. Analyse théoriques et empiriques appliquées au cas français

Abstract : For economists, education is often considered as a private good publicly provided. Usually, the public involvement in education is based on the idea that public education is an efficient way to lessen economic inequalities while promoting efficiency. The first part of this dissertation shows that a careful examination of international data comparisons fails to confirm this thesis. To understand the gap between this standard conception of the education distributional effect, and the conclusions suggested by the data analysis, this dissertation offers several articles which explore alternative theories of the relation between public education and income inequality, using the proper tools of the New Political Economy. In the second part, two theoretical models propose to improve existing literature in two ways. Firstly, different types of school funding are simultaneously introduced in static as well as dynamic political economic frameworks. Secondly, models focus on the role of institutional background on educational demand. Therefore, a richer conception of the relation between income inequality, intergenerational mobility, and public supply of education is introduced. It emphasizes the consequences of the school system decentralization on the demand for public education. The third part of the dissertation deals with the determinants of spatial location of public spending. First, it is shown that the French geographically based affirmative action policy (called ZEP) is inefficient due to political constraint. Then, two empirical investigations that deal with the hypothesis used in the model and the results it offers are presented in the final section. They produce new results on the determinants of educational policy, which is one of the main fields of the public action in France and in most of countries, offering promising perspectives for future research.
