Protéger la nature: politiques publiques et régulations locales en Espagne et en France.

Abstract : The research analyzes the conditions for application of nature policies as well as the social determinants of its effectiveness. The public action is apprehended like a particular form of organized collective action. Research is based on empirical investigation carried out in France and Spain on the procedure of implementation of Natura 2000 and on various protected areas. Our thesis shows that the studied national political systems produce the same model of implementation of the nature policies. It highlights the determining place of the "local" as well as the role of the locals regulations in the meeting and the co-operation of the actors. The effective application of a policy of conservation results from an intermediate regulation between the heteronomous regulation produced by external public authorities and the social regulations which express the capacities of autonomous organization and action of the actors at the local level. It is in fact the local configurations of interests and the coalitions between actors who determine the contents and the orientations of the protection measures applied.
