Le « pays » entre géographie, construction politique et représentations : l'exemple de l'espace Lille-Dunkerque

Abstract : Trying to reorganize a national territory upsetted by the growth of individual mobility and by metropolization dynamics, the french legislator has launched, since 1995, into a feasible division in pays. This old multiform concept of geography comes back having the ambition to become the best matching entity for people spatial pratices. But if the pays seems to present advantages especially by it average size, the question of its place in an obsolete and very compartimentalized political system remains essential. In addition to the spatial answer, can this new tool help to simply the institutionnal system by decentralizing it ? This is the subject of this thesis that will try to analyse the relevance of the pays as a new territorial division. Defined by a very flexible law that only contrains to respect the intercommunality divisions and having the advantage of a positive symbolic connotation, the pays is now in a very successful dynamic that needs to be analysed. In addition to the political relation that links pays with intercommunality and to the influence of its representation, we will test the relevance of this new tool, its essence that define it as an entity delimited by a proximity attraction force. Our demonstration will be illustrated by the case of the field between Lille and Dunkerque that is especially distinguished by a north and south attraction.
