Les marchés numériques du travail: l'émergence de nouvelles technologies de coordination

Abstract : This work aims to contribute to the analysis of French Internet based labour markets. This empirical field has hardly been explored by studies assessing the economic and social impacts of the Internet. More precisely, my study explores how the new media transforms the format of interaction and modes of evaluation in the labour market. Understanding these changes requires to complete information search costs analyses with an examination of the role of quality and qualification in the coordination process.
First, I discuss the potential of the Internet to reduce frictions in the labour market. In theory, a decrease in search costs should lead to an improvement of the agregate matching process; however, empirical evidence does not confirm such predictions. This result leads me to focus on Internet based labour market intermediaries. The theory of industrial organization is used to consider the strategic interactions between intermediaries. I show that network externalities and quality uncertainty, which play a decisive role in the structuring process of Internet labour markets, generate friction.
Secondly, I investigate the way coordination technologies built by intermediaries help reduce uncertainty on both sides of the labour market. With empirical evidence grounded on a statistical analysis of queries made on a French job ads' search engine, I show that the Internet reduces uncertainty if and only if information is organised and structured. Yet, coordination technologies – whose role consists in structuring information and framing information flows – are not ‘neutral' since they embody modes of qualification and evaluation. I examine this issue, which is related to the institutions of the labor market. I elaborate an analytical framework which accounts for the plurality of electronic intermediation forms by investigating the required investments to establish and stabilize a coordination technology.
