Approche coût-efficacité des politiques agri-environnementales : impact des critères d'éligibilité des exploitations agricoles

Abstract : There is a strong needed today for the improvement of cost-effectiveness analysis concerning environmental policies. However, the lack of data on costs and effectiveness generates debates about the choice of the policy application terms, and especially about the eligibility criterion of targeted population. The developed approach aims at building optimisation programs from some of existing claims on eligibility criterion in order to estimate ex-ante their impact on policies cost-effectiveness.
The results show that the most cost effective collective solution is carried out when only the most cost-effective farms are integrated in the policy. However, this solution does not represent the best solution from the environmental effectiveness point of view ; the most polluting farms are not always the most cost-effective, and the environmental benefits of the policy could be diluted thanks to the small number of integrated farms. Taking into account that the localisation of the farms represents a relevant solution to improve the cost-effectiveness policy, even if this solution is more expensive.
In other words, if the government choose more efficient policies from an environmental point of view, it must expected that the cost of the policy is higher than this proposed by an economically effective solution.
