Un Simulateur Multi-Agent pour l'Aide à la Décision d'un Collectif :
Application à la Gestion d'une Ressource Limitée

Abstract : The present work was carrying on tool development to help negotiation between different actors involved into water management. Water distribution for large hydrographical areas is a real challenge in our modern societies. One of the objectives is to reduce the frequency and extent of water conflicts through the establishment of multilateral negotiations, where different public and private interests can be represented in a structured institutional environment. The aim of these negotiations is to reach a compromise that will improve the situation of some with the agreement of the others. But few are in a position to negotiate, notably because of the lack of tools and methods necessary to collectively assess the impact of the different scenarios and to organise the negotiation. The aim of our work is to supply methods and tools to help negotiation where the main skate is to establish water allocation rules for different users. On the one hand, we have put to the BDI (Beliefs, Desires, Intentions) agent conception to problem from social sciences. On the other hand, we have developed a multi-agent framework integrated negotiation guiding. Finally, we have started to develop an interactive methodology with real actors. The simulation tool development have been done toward two stages: First, we have developed a tool (Manga) for water table management. This tool allowed testing different water allocation rules and testing different farmer's behaviours facing climatic risks. Secondly, when we have tested to real situation with different water resources (dam, water table, lakes...) we have improved the actors behaviour representations based on BDI concepts.
