APPLICATION A LA CONSTRUCTION D'UN REFERENTIEL METIERS DANS UN RESEAU D'ORGANISATIONS COMPLEXES

Abstract : Human Resources Management (HRM) is a totality of techniques and decisions made up to the present time to provide, for the Organization, the necessary human resources to accomplish its goals. The elaboration of HRM in Organizations poses a number of problems.
Conceived according to a substantive rationale, its theoretical model reveals its inappropriateness for Organizations involved with process rationality, whose activity results from a collective competence. Indeed, in complex Organizations (project groups and organizational networks), HRM does not emerge from the sequential application of its theoretical recommendations, but from the social construction, by actors, of a shared meaning of its finality and techniques.
Based on the constructivist paradigm and the theories of the process rationality, garbage can and organization enactment, our research constructs a model of the social structuring process of techniques of HRM in complex Organizations. It demonstrates that techniques of HRM are constructed by an organizational learning of its theoretical model. An individual learning process marks the assimilation and the adaptation of the theoretical model in mental actor representations, while the organizational learning results from the social representation convergence of the HRM and the emergence, between actors, of a shared organizational representation of its finality and techniques.
