Systèmes d'information spatiaux pour la gestion du risque d'inondation de plaine

Abstract : This work is centred on the use of Earth observation and geospatial analysis techniques for modelling, mapping and evaluating plain flood risk. Within the Moselle and Elbe river catch-ments, the approach considers three major phases in risk management: prevision and fore-casting, crisis management, mitigation and prevention. Enabling the integration of spatially distributed information constitutes a key contribution of Earth observation to the first phase. At the catchment scale, natural processes are studied with combined radar imagery and in situ measurements, in order to identify homogeneous hydraulic behaviour patterns. A parameter-ization strategy for flood propagation models is proposed, accounting for all information source uncertainties (radar, field). Flood extent maps are suitable for both adjusting models and providing a crisis management support. The ENVISAT radar instrument proposes new technical solutions for the second phase, especially with its multi-incidence, multi-polarization and multi-resolution capabilities. Space imagery can also be fed into the preven-tion phase with a description of stakes, including property and people, and their evolution over time. Their combination with information on a hazard gives an evaluation of both social and economic vulnerabilities, and indicate the extent to which natural hazard risks are taken into account during urban development processes.
