Logiques de l'action publique dans le périurbain rennais : les élus face à la mobilité

Abstract : The purpose of this work is to provide an overview of the actions and standpoints developed about the phenomenon of individual mobility by local councillors on the outskirts of the cities (periurban area). Each demographic range of local authorities (communes) implements a typical set of measurements, drawing an increasingly prevention against mobility. Those politics return to the assertion of a territorial project. This model of mobility management, which can be compared to the one mainly implemented in towns, is on the purposal of a territorial strategy. Two kinds of strategies (economic and demographic) can be distinguished, depending on the location on the road network, although they don't lead to differents policies. Communes having residential vocation bring urbanistic management in play versus hubs having economic ambitions are constrained to a more functional management of mobility and density. Those profiles can be combined into inter-municipal collaborations, that can lead to a common public transport policy, but don't involve road network and individual mobility.
