Les enjeux économiques de l'interconnexion des réseaux de télécommunications

Abstract : The success of the transition towards effective competition in the market for telecommunications services passes above all by the setting up of optimum conditions for the interconnection of network operators. The network operators negotiate interconnection charges that can be reciprocal or asymmetrical. The asymmetrical charges are generally negotiated, on the one hand between fixed network and mobile network operators and, on the other hand, between operators with significant market power and small operators. We study the impact of the asymmetry of interconnection charges on the development of market competition. We further try to conceive a regulatory environment favourable to the self-regulation of the interconnection market. Our work leads to a conceptual model aiming to maintain an optimal equilibrium between two principles, laissez faire and regulation of the interconnection charges.
