Abstract : Regional healthcare planning consists in distributing in the regional space the rare healthcare resources (equipment heavy, personal...) between various existing medical structures, in order to "optimize " the response to the requirements in care for the regional population. This distribution is carried out in a multidimensional decisional context, of which dimensions medical, economic and those relating to the regional planning. Since forty years, the search for rational methods applicable to medical planning allowed the investigation of many ways of modeling, and the proposal for varied methods. In spite of their multitude, none of them acquired legitimacy near the planners. Three reasons explain this phenomenon: restrictive character of the definition given to the system of health, the complexity of the mathematical used, often obscure techniques for not initiated, and the passive role reserved to the planner. In this thesis, we propose the formalization of an interactive healthcare planning support. This formalization is based on a global approach of the healthcare system, from which we establish a healthcare planning definition. Following this formalization we propose HERO. HERO is a regional healthcare planning support, which combines a Geographic Information System (GIS) and an analytic resolution tool. By using the GIS, it provides the planner with data representations to improve his knowledge of the mechanisms for producing hospital's healthcare and of its consumption. The analytic resolution tool help the planner in the evaluation of the relevance of his choice facing local priorities and national objectives (population coverage, control of healthcare spending for example). The analytic resolution tool is based on the use of an interactive procedure for integer multicriteria optimization. A running example of HERO with data bases of Bas-Rhin (France) is proposed.
