La notion de risque comme clef du pilotage d'un parc patrimonial immobilier

Se structurant au fil de l'histoire, la gestion de patrimoine immobilier est, aujourd'hui, devenue un enjeu majeur pour toute grande entreprise. Soucieuse de rationaliser leurs possessions immobilières, trop souvent vues comme une source de contraintes et de coûts, nombre d'entreprises ont souhaité instaurer un pilotage performant de la fonction patrimoniale. Piloter, c'est avant tout prendre des décisions quant aux actions à mener dans une optique stratégique. Mais, en matière de patrimoine immobilier, cela est chose complexe. Alors que les décisions peuvent avoir des répercussions graves et durables, toute la chaîne de décision est souvent déficiente : les processus sont peu normalisés, les critères de décision sont peu partagés et souvent opaques, enfin les décisions sont peu formalisées et souvent remises en question. Afin de répondre au besoin de pilotage des gestionnaires de patrimoine, nous partirons d'une idée défendue dans cette thèse : La notion de risque peut être la clef d'un pilotage efficace de la gestion de patrimoine immobilier. Nous basant sur ce postulat, nous avons développé une méthode de pilotage par les risques adaptée au contexte particulier de la gestion d'un parc immobilier. Cette méthode est structurée autour de quelques principes fondateurs : la mise en œuvre d'un cycle itératif reposant sur une logique de simulation, un positionnement entre action et stratégie, un langage commun et partagé entre les différents acteurs, la responsabilisation du décideur par le biais d'une démarche d'arbitrage revalorisée et innovante, et la vision globale du système. Mais, même si cette thèse se veut avant tout méthodologique, nous devons nous confronter aux réalités du terrain. Une application de la méthode, dans le cadre d'un grand gestionnaire de patrimoine français, a permis d'apporter une assise empirique aux concepts ici développés. Les résultats probants de cette expérimentation semblent confirmer l'intérêt de la notion de risque dans le pilotage.

The risk notion as a key to pilot a real estate

Structured throughout history, real-estate management today has become a major stake for any big company. Willing to rationalize their real-estate possessions, something often synonymous with cost and constraint, many companies wish to set up an efficient piloting process of real-estate management. Piloting mainly consists of making decisions on the strategic actions to be taken. In the case of real-estate management, this is something complex. While choices may have serious and long-lasting consequences, the whole chain of decision-making is often deficient. There is little transparency and agreement on the decision-making criteria; the process is not standardized. Finally, few decisions are formalized, and are often questioned. In order to answer the need of a piloting system for real-estate managers, I based my research around the idea that the notion of risk is the key to an efficient real-estate management piloting. Based on this postulate, a method can be developed to pilot using risks and adapted in the particular context of real-estate management. This method is structured around the following fundamental principles: the implementation of an iterative cycle, based on simulation logic; a common language shared by the different actors; the liability of the decision-maker, by means of a revaluated and innovative arbitration approach, and a general understanding of the system. Even if the approach is mainly methodological, it must be evaluated in field applications. The method was tested with a major French real-estate company, and allowed to add an empirical baseline to the concepts developed by the thesis. The experimental results were convincing and seem to confirm the significance of the notion of risk in the piloting process.
