The totalitarian State in action. Housing policy in the GDR (1945-1989)

Since 1989, the historiography of the political system of the GDR has been dominated by the return of the totalitarian paradigm which has placed the Party, the repressive organs and ideology at the core of the analysis. In my study of housing policy, I sought to examine the possibility of analyzing this political and administrative field by using the tools forged in other contexts to study public action and the sociology of the State. In the first part of the thesis, we analyzed the successive changes in housing construction policies as a field in which a network of specialized Party and State officials played a central role in defining policy alternatives through their intellectual and technical investments. In the second part, the emphasis was placed on the regulation of access to housing, a policy area which did not give rise to a specialized bureaucracy or network of actors at the central State level. The regulation in this policy area was outlined in a decree of 1955 which institutionalized a plurality of means of access to housing and principals of distribution of scarce resources. In this part, we studied in particular the capacity of statistical and bureaucratic categories as well as written norms to structure the relationship between central and peripheral authorities. In the last part, we studied the transactions between peripheral institutions as a partially autonomous dynamic powered by strategies of resource maximization in their relationship with the central State and Party machinery as well as the pressures and strategies of ordinary citizens seeking more adequate housing.
Depuis 1989, l'historiographie du système politique de la RDA a été marquée par un retour en force du paradigme totalitaire qui a placé le Parti unique, l'appareil policier et l'idéologie au cœur de l'analyse. Dans l'examen des politiques du logement, nous avons déplacé l'analyse du registre essentialiste constitutif de la lecture totalitaire vers une interrogation sur les pratiques et les interactions qui permettent de restituer tant les incertitudes et les calculs des acteurs que les fluctuations de la valeur des ressources socialement constituées. Dans la première partie, nous avons retracé les déplacements successifs du référentiel d'action dans les politiques de construction de logements à partir de l'usage précautionneux des concepts des politiques publiques. Dans la deuxième partie, nous avons centré notre attention sur les politiques d'attribution de logements et la structuration des rapports de domination entre le centre et la périphérie à partir d'une analyse de la production et des usages des catégories statistiques et bureaucratiques ainsi que les normes codifiées. Dans la troisième partie, nous avons analysé les transactions entre les acteurs institutionnels périphériques à la fois dans leur relation avec les institutions centrales et dans leur perméabilité aux logiques sociales, créant ce que nous avons appelé la dynamique périphérique. Nous avons mis en lumière l'existence de circuits d'échange entre institutions périphériques visant à maximiser l'accès aux ressources distribuées par le centre politique et la capacité différenciée des administrés à exploiter les failles dans les institutions politico-administratives pour faire valoir leurs intérêts.
